Masterplan

LEAP performed the master planning, preliminary engineering, schematic design, and preliminary cost analysis for the Port Authority in developing a development plan for its facility. These improvements are primarily needed to repair the damage to the facility caused by Hurricane Rita but will also address improvements intended to upgrade the level of services offered by the Authority relative to the pre storm condition.

The T-Head pier was destroyed as was the fueling system. The shore power systems were also heavily damaged and rendered unusable in the slips dedicated to live aboard vessels. Fortunately, the berthing piers in the protected marina were less heavily damaged and have been returned to service although with only partial functionality due to damage to shore power and water systems.

A new L shaped pier will be constructed to replace the T head wharf. New electrical, water, and sanitary sewer work will be completed on the small vessel slips. New slips have been designed for the Jefferson County Sheriffs department as well as a brand new station. Also, adjacent to that area a new sheet pile wall will be constructed to replace the detoriating wall
